David Barton to Lead Judicial Education Panel at PA Superior Court
Bentz Law Firm attorney David Barton was selected to lead a continuing judicial education panel discussion on judicial ethics at the September 2019 Administrative Meeting of the Pennsylvania Superior Court. Among our nation's busiest appellate courts, the Superior Court bench consists of 15 commissioned judges who are elected statewide, and six senior judges temporarily assigned to serve on the court.
Barton recently concluded a four year term on Pennsylvania's Court of Judicial Discipline, including one year as its president judge. Appointed to that court by the Pennsylvania Supreme Court in 2015, Barton has also served as a magisterial district judge in Allegheny County since 1996. Since 2015, he has helped to craft the Pennsylvania judiciary's equal access to justice and language access efforts with the Administrative Office of Pennsylvania Courts.

David Barton Elected President Judge of Pennsylvania Court of Judicial Discipline
(Harrisburg, Pa.) -- Bentz Law Firm attorney David Barton, who has also served in the Pennsylvania judiciary for 21 years, has been elected President Judge of the Pennsylvania Court of Judicial Discipline. Barton was appointed as a judge on the court in May, 2015, by the Supreme Court of Pennsylvania.
"Public confidence in our judges and justices is essential if our judicial system is to fulfill its role in our system of government. The Court of Judicial Discipline helps to maintain this confidence. I'm deeply gratified that my colleagues on the Court have elected me to serve as President Judge," Barton said.
Established by the Pennsylvania Constitution, the Court hears and decides cases filed by the Judicial Conduct Board alleging judicial misconduct involving every commissioned and senior judge who serves in the state judiciary.

Barton Receives 2017 John Jeffers Memorial Judicial Award
(Erie, Pa.) -- Bentz Law Firm attorney David Barton received the John Jeffers Memorial Award from the Pennsylvania Special Court Judges Association at its June 2017 annual judicial conference in Erie, Pennsylvania. The prestigious award, designed to recognize leadership and efforts in support of the professional association, is awarded annually to a Pennsylvania judge selected by the Association's governing board.
"I'm honored to be selected by so many respected judges for this award concerning my efforts for district judges across Pennsylvania," Barton said. "As judges, we all have an obligation to work for the betterment of our judicial system and the citizens of Pennsylvania," he added.
Barton quoted in Lawyer's Journal
Bentz Law Firm attorney David Barton was quoted in the May 12, 2017 Lawyer's Journal, the publication of the Allegheny County Bar Association, concerning his involvement in the Supreme Court's recent approval of the Language Access Advisory Plan for the Pennsylvania court system.
Barton, a member of the group that drafted the plan, told the Lawyer's Journal that "The plan benefits litigants by ensuring they will have equal access to justice." He also advised that "advancing education of court system personnel and system-related personnel will prepare them to address [language access] needs. Judges will be better prepared and have much more knowledge of how to handle such cases."
Barton was also selected to serve on a newly created team that oversees the judicial system's efforts with language access, in order the ensure that the Pennsylvania judicial system complies with the Civil Rights Act of 1964 as it relates to equal access to justice.
"Pennsylvania is the 10th most linguistically diverse state. Just over ten percent of our 12 million citizens speak a language other than English at home," Barton said.

Barton Works to Complete Historic Loan For Faith-Based Lender
Bentz Law Firm attorney David Barton recently completed a historic New Markets Tax Credit refinancing of a large construction project for The Chicago Tabernacle of the Assemblies of God. Representing faith-based lender Heritage Investment Services Fund, Inc. (HIS Fund), Barton, along with HIS Fund special counsel David A. York, attorneys for U.S. Bank Community Development Corporation, and attorneys for the Chicago Tabernacle of the Assemblies of God, recently completed the refinancing of nearly Nine Million Dollars in debt which permitted the Chicago Tabernacle to take advantage of an additional $1.5 Million in investment.
This new investment was made possible by federal and state laws involving New Markets Tax Credits designed to spur investment in economically distressed communities.
HIS Fund, based in Mechanicsburg, Pennsylvania, is a national lender to Assemblies of God Churches, and the transaction is believed to be the largest for a Pennsylvania faith-based lender involving New Markets Tax Credits.
David Barton Appointed to Court of Judicial Discipline
David Barton was sworn in on June 5, 2015 as a judge of the Court of Judicial Discipline. Barton was appointed to a four year term by the Supreme Court of Pennsylvania. The Court of Judicial Discipline has jurisdiction over all judicial officers in Pennsylvania and must hear and decide formal charges which are filed against a judicial officer.
Judicial officers include all magisterial district judges; judges of the Courts of Common Pleas, the Commonwealth Court and the Superior Court; and justices of the Supreme Court. The Court of Judicial Discipline has the authority to impose sanctions, ranging from a reprimand to removal from office, if the formal charges are sustained.
The Supreme Court appoints two judges, a magisterial district judge, and a non-lawyer. The Governor appoints one judge, two lawyers and one non-lawyer member. Barton's appointment fulfills the constitutional requirement that one of the eight member seats be a commissioned magisterial district judge, a position that Barton has held since 1996.

David Barton Selected As Solicitor For Judicial Association
Bentz Law Firm attorney David Barton was selected to serve as Solicitor for the Sixth District of the Special Court Judges Association of Pennsylvania. The Special Court Judges Association of Pennsylvania is recognized by the Supreme Court of Pennsylvania as representing the interests of Pennsylvania's 558 magisterial district and Philadelphia municipal court judges. The Association's sixth district encompasses Allegheny County and its 45 magisterial district judges. As solicitor, Barton will counsel and advise the Allegheny County association in various matters. Barton replaces Judge Dennis R. Joyce, who became solicitor for the statewide association in May.
